Nigeria, US Sign Mining Framework to Attract Investment and Boost Local Processing

Nigeria and the United States have signed a framework agreement aimed at attracting greater American investment into Nigeria’s mining sector and increasing the local processing of the country’s mineral resources. The agreement was signed on Wednesday, September 23, 2026, at the Nigerian Mission House in New York on the sidelines of the 81st United Nations General Assembly. Nigeria’s Minister of Solid Minerals Development, Dele Alake, signed on behalf of the Federal Government, while US Deputy Secretary of State Christopher Landau represented the United States. The framework is expected to strengthen cooperation between both countries across several areas of the mining value chain, including geological data and exploration, mineral development and processing, infrastructure, and technical capacity building. Nigeria targets greater value from mineral resources Announcing the agreement, Alake said Nigeria could no longer afford to rely primarily on the export of raw minerals while most of the value was created elsewhere. He said the government wants greater local processing, stronger technical skills, quality employment and more opportunities for Nigerian businesses as the country develops its mineral resources. Nigeria estimates the value of its mineral resources at approximately $700 billion, according to Alake. The government has increasingly positioned the mining sector as part of its strategy to diversify the economy beyond oil and attract foreign investment. Alake said the newly signed framework would now have to translate into practical projects and investments. He said both countries would work to identify viable opportunities and develop partnerships capable of generating economic value for Nigeria and its American partners. US seeks stronger partnership with Nigeria Landau said the United States viewed Nigeria as an important partner and expressed Washington's interest in strengthening economic cooperation between the two countries. According to Channels Television, the US official said the agreement was intended to support greater prosperity for both countries and described the relationship between Nigeria and the United States as a partnership that both sides wanted to continue developing. The agreement also comes against the background of growing international competition for critical minerals needed for technologies and industries including electric vehicles, renewable energy and other advanced manufacturing sectors. Reuters reported that the US is seeking to strengthen relationships with mineral-producing countries and diversify its critical-mineral supply chains. It also noted that Nigeria's emerging lithium industry has attracted significant interest from Chinese companies. Deal follows earlier Nigeria-US discussions The latest agreement follows months of discussions between Nigerian and American officials over opportunities in the country's solid minerals sector. PUNCH reported earlier in September that Nigeria and the US were preparing to sign a mining cooperation agreement during the UN General Assembly. Those discussions covered areas including geological exploration, mining, processing, value addition and refining. During those earlier engagements, Alake highlighted efforts to digitise Nigeria's geological information so that potential investors could obtain more reliable data about mineral deposits. The minister also pointed to deposits of gold and lithium in different parts of the country and said the government was working to make investment in the sector more attractive. The government has also been engaging other international mining companies as part of its efforts to develop the sector. Focus shifts to implementation While the signing represents a new framework for Nigeria-US mining cooperation, the agreement itself does not mean that $700 billion in investment has been committed to Nigeria. Rather, the framework is intended to create conditions for future investment, partnerships and projects. This distinction is important because the $700 billion figure refers to Nigeria's estimated mineral wealth, not the value of the new US investment agreement. Reuters and other reports describe the pact as a mechanism for attracting investment and developing cooperation across the mineral value chain. Alake has indicated that implementation will now be a major priority, with the government expected to identify commercially viable projects and develop partnerships capable of moving the sector beyond mineral extraction. The emphasis on processing also reflects the government's stated objective of retaining more value within Nigeria instead of exporting minerals in their raw form. Nigeria seeks industrial benefits from mining The Federal Government has linked the development of the solid minerals industry to broader efforts to diversify Nigeria's economy, create employment and support industrial development. The new framework provides for cooperation not only in exploration and mining but also in processing, infrastructure and technical capacity, areas that could determine how much economic value Nigeria ultimately captures from its mineral deposits. The agreement therefore represents a framework for deeper Nigeria-US cooperation rather than the completion of specific mining projects. Its eventual impact will depend on how quickly the two governments and prospective investors translate the framework into commercially viable projects, processing facilities, infrastructure and skills-development programmes. For Nigeria, the stated objective is to use international partnerships to develop its mineral resources while building more of the associated economic activity within the country. For the United States, the cooperation provides another avenue for engagement with a major African economy as Washington seeks more resilient and diversified access to critical mineral supply chains.
